United States Capitol Police Request for Proposal: Electronic Security Systems – Installation and Design-Install, Multiple Award Task Order Contract

Amendment 0002 dated 02/07/2025 has been shared with contractors who initially requested the RFP CD. Contractors who have not executed an NDA and submitted company information to the Contract Specialist must do so to access the RFP CD and amendment details. Amendment 0002 updates the Q&As.

1. Overview:

This is a solicitation for the requirement, “Electronic Security Systems – Installation and Design-Install.”

The United States Capitol Police (USCP) invites interested vendors to participate in a Pre-proposal Conference to discuss this upcoming procurement. Vendors may request access to the Request for Proposal by following the instructions below.

2. Pre-proposal Conference:

Contractors must first sign in at the lobby and present a valid ID. Due to space limitations, only two individuals per company may attend.

To RSVP, email Linh.Williams@uscp.gov with the following information:

• Names and contact information of the individuals (no more than 2) from your company who will be attending; and
• Executed Non-Disclosure Agreement on behalf of the company if one has not been received (see #3 below, Request for Proposal Access Instructions).

Vendors are encouraged to submit questions prior to the Pre-proposal Conference by emailing Linh.Williams@uscp.gov . These questions will help the Government prepare responses and ensure that key issues are addressed during the event.

Attendance at the Pre-proposal Conference is optional and is NOT required to submit a proposal.

3. Request for Proposal (RFP) Access Instructions:

The RFP is available upon request. The RFP is contained on CDs that will be made available to vendors who express an interest in submitting a proposal. All information provided on the CDs will be For Official Use Only (FOUO). Vendors interested in receiving a copy of the RFP must email the Contract Specialist at Linh.Williams@uscp.gov , and provide a valid mailing address and executed Non-Disclosure Agreement (NDA) (attached) on behalf of the company. This NDA will also apply to the Pre-Proposal Conference should a vendor choose to participate.

Additionally, vendors must include the following information in their email request:

Company Name

Company/Division Address

CAGE Code

Unique Entity ID

Company Point of Contact for Delivery: (name, email, and phone number)

Mailing Address

The Government will verify the company information identified above in the System for Award Management website (https://SAM.gov/). Firms without a CAGE code and Unique Entity ID number will not be provided the information.

**Note**: Vendors must request a physical copy of the CD to review the RFP and respond accordingly.

Vendor questions are due NLT December 13, 2024, 2024 at 2:00PM EST.
