This is a non-personal service contract to provide Tests and Certification of Lightning Protection Systems on plant and equipment at Depot and Ammunition Storage Area locations of Camp Darby, Pisa, Italy as described in detail on the Performance Work Statement (PWS).
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in the PWS and associated contract document. The Contractor shall perform inspection, ohms reading and continuity tests on all Lightning Protection Systems (LPS) and provide adequate certifications in accordance with European and American regulations. The Contractor shall also develop and maintain a Quality Control Plan (QCP) to ensure services are performed in accordance with (IAW) the PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non- recurrence of defective services. The Contractor's QCP is the means by which it assures that the work provided complies with the requirements of the contract.
Location of the work: The service shall be performed at Camp Darby, Pisa, Italy.
Performance Period: The performance period will be BASE + 4 OPTION YEARS:
Base Year: 29 September 2025 – 28 September 2026
Option Year One: 29 September 2026 – 28 September 2027
Option Year Two: 29 September 2027 – 28 September 2028
Option Year Three: 29 September 2028 – 28 September 2029
Option Year Four: 29 September 2029 – 28 September 2030
52.212-2 Evaluation-Commercial Products and Commercial Services. (Tailored) (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDUM TO FAR 52.212-2
1) This acquisition will be conducted in accordance with FAR Part 12 Acquisition of Commercial Items and FAR 13 Simplified Acquisition Procedures. Quoters are put on notice that
(a) The Non-Price Factors, Certifications and Past Experience, will be evaluated on an Acceptable or Unacceptable basis.
(b) The Non-Price Factors are evaluated for Acceptability and NOT ranked.
Acceptable quote means it clearly meets the requirements of the RFQ.
Unacceptable quote means it does not clearly meet the minimum requirements of the RFQ.
2) In order to be eligible for an award, a quoter shall be rated "ACCEPTABLE" on all Non-Price Factors.
3) Discussions may be conducted but are not required. The U.S. Government intends to evaluate quotes and make an award based on the initial quote submission, without conducting discussions. Therefore, each offer should contain the quoter's best terms from a price and technical standpoint. However, the U.S. Government reserves the right to hold discussions. It should be noted that there is no obligation on the part of the government to make an award to any quoter in response to this Request for Quotation.
4) Quoters may be asked to clarify some issues regarding the non-price factors to enhance the U.S. Government understanding of them. Such clarifications shall NOT be used to cure quote deficiencies or material omissions, enter into discussions, and/or otherwise revise the quote.
5) The award will be made to the Lowest Price proposal from the Quoter whose quote is rated "Acceptable" on all the Non-Price Factors.
A detailed explanation of the criteria for the Evaluation of the Request for Quote (RFQ) is set forth in the "Evaluation Approach" of this section.
Please note that the person who will be assigned to perform the Tests and Certifications of all Lightning Protection Systems shall be a Registered Engineer in the list "Soggetti VerificatoriAbituali". Technicians will not be accepted.
DETAILED EVALUATION APPROACH
FACTOR 1 - CERTIFICATIONS
The quoter shall demonstrate and provide the following certifications to be acceptable:
a. Contractor shall provide to be an agency authorized by the "Ministero delle imprese e del made in Italy" which qualified the company as an "Organismo di Tipo A", in accordance with Italian Law DPR 462/01;
b. Copy of "Dichiarazione di non essere oggetto di provvedimenti di sospensione o interdittivi di cui all'art. 14 del D Lgsn.81-2008";
c. Copy of current DURC;
d. Copy of ISO9001-2015 certification.
FACTOR 2 – PAST EXPERIENCE
Three recent and relevant past experiences of specialized technical skills in Testing and Certifying Lightning Protection Systems as described in the PWS within the last five (5) years from the date of this solicitation. The quoter shall demonstrate recent and relevant experience in scope, complexity, and price. The value of each work experience shall not be less than Euro 5,000.00 ($5,406.00). Relevant experience means works of similar scope, size, and complexity as the requirement i.e. Test and Certification of Lightning Protection Systems.
Experience shall be submitted in the accompanying Attachment titled "Past Experience Questionnaire".
FACTOR 3 - PRICE
The price structure will consist of quantity multiplied by unit price equaling total line-item cost. The price will be evaluated separately from the non-price factors.
The Price factor will be evaluated for the Total Price of the Base and All Option Periods. A contract will be awarded to the Lowest Priced Technically Acceptable Offeror (LPTA). The Total Price indicated at CLINs 0001, 0002, 0003, 0004, 0005, 0006, 0007, 0008, 0009, and 0010 and All Option Line Items will be evaluated for fair and reasonableness and for unbalanced pricing. Unrealistic, unbalanced or unreasonable pricing may cause a proposal to be determined unacceptable. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
Prices shall be entered into and submitted in pdf using the Attachment titled " Pricing Worksheet".
Method of Contracting: This will be a Request for Quotation (RFQ) resulting in a Firm-Fixed Price Type Contract.
Funding: The requirement is not funded at this time.
QUOTE DUE DATE: AUGUST 18, 2025, by 2 PM local time, Pisa, Italy.
All quotes shall be valid for 60 days, submitted in English, and shall include the company point of contact, phone number, and email address.
