THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.
Under the authority of FAR 6.302-1(a)(2)(iii)(B), the U.S. Army Corps of Engineers (USACE), Japan Engineering District (JED), intends to increase shared ordering capacity within existing ordering periods of the below listed Indefinite Delivery Contracts for Architect-Engineer (A-E) Services to Support Military Engineering Design and Planning Services, Various Locations, Japan:
W912HV19D0001, W912HV19D0002, W912HV19D0003, W912HV19D0004, W912HV19D0005, W912HV19D0006, W912HV19D0007, W912HV19D0008, W912HV19D0009, W912HV19D0010, W912HV19D0011, W912HV19D0012, W912HV19D0013, W912HV19D0014, W912HV19D0015, W912HV19D0016.
The existing IDC’s require A-E firms to provide multidiscipline A-E services for the U.S. construction program requirements. The work includes primarily U.S. Military Construction (MILCON) and Sustainment, Restoration, & Modernization (SRM) work for DoD service components and agencies in Japan. The A-E designs shall incorporate Japanese construction methods and locally available materials and equipment to the maximum extent practicable to facilitate construction and operation of facilities in Japan, except where doing so violates U.S. design criteria, conflicts with requirements of the Balance of Payments Program (BOPP), or does not meet user requirements for products that must be sourced in the U.S. The A-E shall obtain necessary permits, licenses and approvals from local, municipal and Federal authorities as are necessary for the performance of the AE services. The AE shall ensure that his employees and subconsultants strictly observe the laws of the United States, Installation regulations, State, County, and/or local laws/regulations while involved in operations.
The proposed value of the increase to the shared capacity of the existing IDC’s is $15 million, which will allow timely initiation of projected new A-E design requirements and modifications of existing design acquisitions until the new IDC’s are awarded under solicitation W912HV-24-R-0003, expected in Fall 2024.
