(i) This is a pre-solicitation notice only. DO NOT submit proposals or inquiries until solicitation is posted. This is a synopsis for commercial items prepared in accordance with the format in FAR Subpart 5.2, as supplemented with additional information included in this notice.

(ii) The Solicitation number is SPE60526R0200, and it will be issued as a Request for Proposal (RFP). The Solicitation will include 20 line items for specified fuel products. The Solicitation will be issued as full and open. Responses to this notice are due not later than 1500 hours, Fort Belvoir, Virgina time, December 8, 2025.

(iii) Description of Items Being Procured:  This acquisition is for diesel fuel, kerosene, and gasoline products for Posts, Camps and Stations (PC&S) for the United Kingdom, Purchase Program 1.8J, in support of the US Military services, which are delivered directly from suppliers to customers.  Delivery of all line items will be accomplished via Tanker Truck, Tank Wagon and Tank Wagon with Pump. The Government intends to award Fixed-Price Requirements-type contracts with Economic Price Adjustment to the responsible offeror(s) whose offer, conforming to the solicitation, will be most advantageous to the Government, with price and other factors considered.

(iv) The National Stock Number (NSN) and estimated quantities of the fuel products to be procured include the following products:

  1. NSN 9130-01-527-5763 {GASOLINE, PREM (ULG)}, Estimated Quantity 252,669 US Gallons
  2. NSN 9140-01-556-9156 {DIESEL FUEL, 10 PPM SULF (SFD)}, Estimated Quantity 3,327,752 US Gallons.
  3. NSN9140-01-292-4460 {KEROSENE, 1K (KS1)}, Estimated Quantity 59,758 US Gallons.

(v) Offerors will be evaluated and awarded based on the total lowest price technically acceptable, and past performance. Each line item will be evaluated and awarded independently from all other line items.

(vi) Vendors will be expected to provide a copy, when solicitation is released, of the following information:

1. Conforming statement of quality and Certificate of Analysis, as applicable.

2. License to Deliver Fuel.

3. Commitment letters for fuel and transportation. To include license plates and VINs with pictures of trucks to be used.

(vii) Information for offerors to this solicitation, when posted:

Vendor(s) SHALL have an active registration in the System for Award Management (SAM) at www.SAM.gov prior to offer submission.
