TITLE: Soil Sampling and Analysis of Wastewater Lagoons
PROJECT DESCRIPTION: The U.S. Army Corps of Engineers (USACE), Transatlantic Expeditionary Division (TAE) seeks capability information from contractors to determine the extent of contamination within the wastewater lagoon system footprint at Camp Beuhring, Kuwait (CBKU). The existing Wastewater Treatment Facility is located outside the bounds of CBKU and is surrounded by berms roughly 20 ft. high. It includes three aeration lagoons, two evaporation ponds, and one drying bed pond. Additionally, there is a stockpile in the southeast corner of the facility area that is assumed to be dredged soil from within the water treatment components. The solicitation if issued will result in a firm-fixed-price purchase order.

ADDITIONAL INFORMATION:
1. Contractors wishing to do business with the USACE TAE must have a CAGE or NCAGE and must be registered in SAM and in the Joint Contingency Contracting System (JCCS). See information below on CAGE or NCAGE, SAM and JCCS.
a. CAGE or NCAGE: Vendors must be identified by a Commercial and Government Entity (CAGE) code. If a vendor is a foreign firm, a NATO CAGE (NCAGE) code is required. To obtain an NCAGE code, update NCAGE code record, reinstate a cancelled NCAGE code, or acquire additional information for an NCAGE code, please visit https://eportal.nspa.nato.int/Codification/CageTool/home.
b. SAM: Offerors must be registered in the SAM to be eligible for award. For more information, see the SAM website at https://www.sam.gov/portal/public/SAM/.
c. JCCS: Offerors must be successfully registered in the JCCS and their registration completely processed and active in the JCCS database to be considered eligible for award. Offerors must provide evidence of an active JCCS registration current as of the date of proposal and at time of award, during performance, and through final payment. The Government will search the JCCS database using the JCCS Company ID number supplied by the vendor to verify eligibility. The Government will determine an offeror non-responsible as a result of an offeror’s base access ineligibility, or an incomplete JCCS registration, or an inactive JCCS registration. The Government reserves the right to make this determination at the time of receipt of proposals and prior to the start of evaluations. In this instance, the non-responsible offeror’s proposal will not be evaluated. The Government also reserves the right to determine an offeror non-responsible at any time after receipt of proposals if an offeror becomes ineligible for installation access. A determination that an offeror is non-responsible will result in the removal of the offeror’s proposal from the competition. No debriefing will be provided for those offerors’ found non-responsible as a result of their access ineligibility as the determination may be made in advance of the offeror’s technical proposal being evaluated or completed. If an offeror is a Joint Venture (JV), the JV entity must have a valid registration representing the JV as one business/firm/entity. The Government will not accept separate registrations and licenses for each separate entity representing the JV. Information on JCCS registration is available at https://www.jccs.gov.
2. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
