This is a Sources Sought Synopsis for market research purposes only and is not a Request for Proposal (RFP).  A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach.

This sources sought is being published to identify potential sources capable of providing the SAF/FMB Support Services Follow on requirements. It is also an opportunity for Industry to provide feedback & ask questions on the DRAFT Performance Work Statement (PWS).  We are also releasing Bidders Library documents to assist Industry in understanding aspects of required Tasks.

The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 541219 Other Accounting Services. PSC Cod is R708.

DESCRIPTION OF SERVICES: The office of the Deputy Assistant Secretary of the Air Force for Budget (SAF/FMB),) is responsible to formulate, defend, and execute the Department of the Air Force (DAF) budget aligned to achieve DAF priorities and the National Defense Strategy.  SAF/FMB has four sub-organizations: Budget Investment Directorate (SAF/FMBI), Budget Programs Directorate (SAF/FMBP), Budget Operations Directorate (SAF/FMBO), and Policy and Fiscal Control Directorate (P&FC). The organization manages and executes funding in support of military operations and Department priorities at the direction of the Secretary of Defense and Congress.  To do this, SAF/FMB must remain fully capable of effective and efficient engagement with Office of the Secretary of Defense (OSD), the Office of Management and Budget (OMB), and Congress on all tasks throughout the budget appropriation lifecycle. 

The contractor will provide all necessary personnel, services, program management and supporting documentation to assist in supporting FMB personnel in budget formulation, execution and reporting activities and advising, developing, implementing, and sustaining innovative FM Support initiatives across SAF/FM and the DAF enterprise that will inform and support SAF/FM strategic goals and objectives. The three tasks outlined in this requirement, 1. Financial Management Support Team, 2. FMB Systems Support, and 3. Silver Flag – Contingency Financial Operations.

Task 1 provides financial management support and continuous process improvement services that align to the desired outcomes for all objectives and is currently midway in developing as-is, to-be process mapping and narratives for all budget formulation and execution tasks for all appropriations. These materials provide the content for the financial management playbooks; the next generation of continuity support for all SAF/FMB personnel.  Task 2 supports FM’s efforts to standardize enterprise-wide budget and decision support processes and tools. Part of that critical support is to assist in the stand up of the DAF community space, Financial Air and Space Team Resources (FASTR), housed on OSD’s ADVANA platform, in addition to, utilizing the outcome of Task 1’s re-engineered budget formulation and execution processes to determine possible consolidation of multiple systems used to assist in production of Congressional Justification books and the related exhibits and analysis.  Task 3 provides services that support the objective to enhance FM contingency capabilities to support the new strategic environment. To align with this objective, FM Airmen participate in the Silver Flag exercise, located at Tyndall Air Force Base, Florida.

Interested parties are requested to submit a statement of capability outlining past work that is related to this requirement as stated above. The statement of capability shall include Company name, mailing address, e-mail address, telephone, website address if applicable, the name, telephone number and e-mail address of point of contact having authority and knowledge to clarify responses with Government representatives. Include CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture etc).  Include Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses.  Companies also must be registered in the sam.gov to be considered as potential sources. Any information provided by Industry to the Government is strictly voluntary. No entitlements to payment of direct or indirect costs or charges to the Government will arise because of contractor submission. Information submitted will be used to develop an acquisitions strategy and a future RFP.  All Capability Statements shall not exceed five (5) pages.  There is no limit or cut off dates for questions/feedback on draft acquisition documents. Responses/Capability Statements shall be received not later than 26 June 2024, 2:00 PM eastern Time Zone.  The Government does request Industry submit questions/feedback on documents as they are known, allowing the Government to post all Questions & Responses incrementally.  After Capability Statements are submitted, it is the intention of the Government to hold an Industry Review of Requirements. The date is TBD and it will be announced on this page. Purpose of this review is to ensure Industry understands the requirement and provides feedback for areas needing clarification.
