This is a Sources Sought Notice (SSN).  This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.  The intent of this notice is to identify potential offerors for market research purposes.  The scope of the requirement is to perform work that includes, but is not limited to, construction, repair, alteration, and maintenance services for painting, paving, and roofing at Naval Station Rota, Spain.  The procurement method will be Contracting by Negotiation.  The anticipated NAICS Code for this procurement is 236220 with a size standard of $45 Million.  The Navy intends to solicit and award a single-award indefinite delivery indefinite quantity (IDIQ) contract with a base ordering period of 60 months, and an optional ordering period of 36-months.  If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause.  The total amount of orders than can be placed under this IDIQ shall not exceed $26 Million.  The minimum guarantee is $5,000.  Task orders may range from $3,000 to $1,000,000.  The Geographic scope is the Iberian Peninsula including Naval Station Rota, Spain; Moron Air Base, Spain; and National Support Elements in Madrid and Valencia, Spain; and Lisbon, Portugal.

The anticipated award date is October 2025.  Offerors can view and/or download the solicitation, and any attachments, at https://www.sam.gov under “Contract Opportunities” when it becomes available.  This contract will replace a contract for similar services awarded in 2020 for a maximum value of $15 Million.  Information about the current contract and the incumbent contractor (e.g. value of last option exercised, firm fame, address, etc.) will be included in the solicitation package.  Requests under the Freedom of Information Act are not required for this information.

Potential offerors who are interested in this acquisition are requested to provide a limited capabilities statement that describes the firm’s experience in performing similar work.  Please include the following:

  • Vendor CAGE code and Unique Entity ID.
  • Business size in accordance with the size standard for anticipated NAICS code 236220.
  • No more than two example projects of performing similar work, including the Agency who issued the contract, contract number, duration of the contract, description of the work performed, and total dollar amount or maximum amount of the contract.
  • Limit submission to ten pages. 
  • Comments on the draft Statement of Work may be included.
