Request for Information for Transient Lodging, Unaccompanied Housing, Family Housing or combination thereof for increased military capability, supporting the Department of Navy and Guam

The Department of the Navy (DON) is pleased to present this Request for Information (RFI) for a rare opportunity to gather insights, expertise, and potential solutions from industry experts, developers, and stakeholders regarding the need for transient lodging, unaccompanied housing, family housing, or a combination thereof, to accommodate the housing requirements of 1,000 to 4,000 additional accompanied and unaccompanied service members on the island of Guam. While specific sites for expanded housing have not yet been identified, the Government is seeking visionary feedback and/or incremental solutions to assess the feasibility of transient lodging, unaccompanied housing, family housing, or integrated solutions that will effectively address the growing military presence in Guam. In order to minimize and eliminate the military impact on the housing availability and be a part of the total economic contributions, the Government is seeking all ideas or concepts and is open to innovative ideas to best provide capability to the growing military presence on the island.

BACKGROUND:

Situated at the crossroads of the Pacific Ocean, the island of Guam holds a paramount position of strategic significance in the evolving geopolitical landscape. Guam's strategic importance is underscored by its role as an essential anchor in the Indo-Pacific region, fostering cooperation, stability, and deterrence. As a United States territory, Guam serves as a linchpin for the nation's defense and security posture, offering a forward-operating base that enhances the projection of military power and rapid response capabilities.

The island's strategic value extends beyond defense, encompassing economic vitality and cultural diversity. Guam serves as a dynamic gateway for commerce, facilitating the movement of goods and fostering economic growth throughout the Pacific Rim. Its multicultural heritage and cosmopolitan atmosphere also foster a unique exchange of ideas, cultures, and perspectives, contributing to regional cooperation and understanding.

The island of Guam is experiencing a transformative evolution with the expansion of its military presence. This growth underscores the island's heightened significance as a strategic hub in the Indo-Pacific region, shaping the dynamics of security, defense, and cooperation. The increasing military presence necessitates the provision of adequate housing solutions for service members and their families. The Department of Defense (DoD) is committed to ensuring the well-being and quality of life for these personnel and is seeking innovative, sustainable, and effective housing solutions to address this need.

SCOPE OF WORK:

This RFI seeks imaginative and pioneering feedback that cater to the housing needs of 1,000 to 4,000 additional accompanied and unaccompanied service members. Responses can be for the whole requirement, part of, or an incremental solution. Respondents are invited to provide insights, concepts, and recommendations related to the following areas:

Transient Lodging: Transient Lodging: Propose visionary short-term housing solutions that prioritize the comfort, safety, and convenience of service members and their families during relocations, deployments, or temporary assignments, taking into account existing capability and capacity of Contract Lodging Availability System (CLAS) program.

Unaccompanied Housing: Present groundbreaking concepts for housing facilities that foster a supportive and enriching environment for unaccompanied service members, enhancing their personal and professional development.

Family Housing: Introduce innovative designs for family-oriented housing complexes that meet the unique requirements of service members and their families, encompassing spacious accommodations, amenities, and communal spaces.

Integrated Solutions: Outline imaginative integrated housing solutions that seamlessly combine transient lodging, unaccompanied housing, and family housing within a holistic framework, optimizing land utilization and ensuring high quality of life developments, keeping in mind current operations and amenities on the island (i.e. NEXCOM, MWR, etc.).

Interested parties are invited to submit comprehensive responses that address the following elements:

- Conceptual Designs: Provide visionary concept that exemplify the proposed housing solution, highlighting architectural innovation, spatial arrangements, and unique features.

- Capacity and Utilization: Detail how the proposed solution can effectively accommodate the housing needs of additional accompanied and unaccompanied service members, ensuring optimal utilization and occupancy.

- Innovative Sustainability: Present groundbreaking sustainability strategies that embrace energy efficiency, waste reduction, and eco-friendly construction practices.

- Financial Projections: Include parametric estimates encompassing construction, operational expenses, and maintenance, demonstrating cost-effectiveness and long-term viability.

- Collaborative Partnerships: Outline potential partnerships with the Government of Guam, private sector entities, and local communities to ensure successful implementation.

- Timeline: Provide an anticipated timeline for the development, construction, and operational phases of the proposed housing solution. Responses should address near term/temporary housing solutions (inventory available for use within 3 years) and/or long term solutions (inventory available for use within 7 years).

- Regulatory Considerations: Identify any foreseen regulatory or permitting challenges that may arise during implementation.

The Department of Defense appreciates your visionary contributions and anticipates receiving innovative concepts and ideas that will effectively address the housing needs of our esteemed service members and their families, while accommodating the expanding military presence on the island of Guam. This RFI serves as a preliminary step in the exploration of housing solutions and does not imply any commitment to proceed with proposed ideas.

All information submitted will be considered business confidential. The Department of Defense will review and may incorporate the information received from this RFI as appropriate to comply with National Environmental Protection Act (NEPA). It is not mandatory to submit a response to this RFI to participate in a formal RFP process in the future. However, it should be noted that information gathered through this notice may significantly influence how the DON engages in such a process. The desired goal is for this notice is to solicit maximum industry participation, which allows the DON to formulate a concise strategy in a timely manner and maximize project concept viability for both the DON and developers.
