CONTRACT INFORMATION: This is a Pre-Solicitation Notice in accordance with Federal Acquisition Regulation (FAR) 5.204 -- Presolicitation notices. The acquisition is for a Design-Build, stand-alone contract to provide a Request for Proposal (RFP) for the Repair Restrooms, Bldg. 839, located on Kadena Air Base, Okinawa, Japan

A solicitation will be available on this site and Procurement Integrated Enterprise Environment (PIEE) Solicitation about JUNE 2025.
The Government intends to award one (1) firm-fixed-price contract.
The estimated magnitude of this contract will be between $500,000 - $1,000,000 (or Yen Equivalent).
The performance period is approximately 669 calendar days.
DESCRIPTION OF WORK: Provide all labor, materials, and equipment necessary to repair the restrooms at B839 facility to provide support in restoring essential personal hygiene accommodations for the (18 EMS) 18TH Equipment Maintenance Squadron. This project will reorganize existing female and male restrooms and locker rooms layout, remove abandoned obstructions to save space, add space for female locker room and provide new bathrooms fixtures and associated components. Replace lavatories, toilets, urinals, and associated fixtures. Remove/rework existing interior walls, ceiling, and flooring to add space for female locker room, and repair corresponding electrical, plumbing, mechanical components/fixtures. Provide new interior doors with frames to support new floorplan. Paint interior walls, exterior walls, doors, door frames, and ceiling in the workspace areas. Provide new HVAC system. Replace sewer line up to the main service line with all associated trenching, backfill, and sodding. Suspect hazardous materials (hazmat) such as Asbestos Containing Material (ACM) and Lead-Based Paint (LBP) were tested in the bathroom walls. Project includes abatement on positive building materials that will be disturbed by the repairs of the project. Project design is 0% complete as of 01 May 2024. Sustainable principles, to include life cycle cost-effective practices, will be integrated into the design, development, and construction of the project in accordance with UFC 1-200-02.
NOTE: This requirement will be performed in its entirety in the country of Japan. The successful Offeror must be licensed and registered to perform work in the country of Japan.
All offerors must be registered in the System for Award Management (SAM). Joint Ventures (JV) must be registered in SAM as the JV. Offerors are advised to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an Offeror ineligible for award.
The Government will evaluate qualifications in accordance with the criteria described in the RFP and will award a single firm-fixed-price contract to the responsible Offeror whose proposal conforms to the solicitation and offers the best overall value to the Government, described in the RFP.
