Notice of Intent to Sole Source

This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.  The intent of this notice is to identify potential offerors for market research purposes.

This contract action is for services for which the Government intends to solicit and negotiate with only Guam Power Authority (GPA), a public corporation and enterprise fund of the Government of Guam regulated by the Guam Public Utilities Commission. (CAGE Code: 36XB8; Address: 688 Route 15 Gloria B. Nelson, Mangilao, Guam 96913, United States) under the authority of FAR 6.302-1.

The work includes, but is not limited to:

• Implementation of Demand Side Management (DSM) and Energy Conservation Projects (ECPs) or actions to include improving operation and maintenance, installing materials, devices, instruments, or equipment, or eliminating energy load, to reduce the amount of energy needed in a facility. ECP actions would include the installation, replacement, renovation, repair, operation and maintenance of energy conservation measures (ECM) and consuming equipment.
• Upgrades to Facilities Management Systems (FMS), installation of Energy Management Systems (EMS) and Direct Digital Controls, implementation of energy conservation measures, implementation of Energy Resilience Services, training and limited operation and maintenance (O&M) services for any Energy Savings Devices and technologies installed under any delivery order awarded under this BOA at various Navy facilities within the service territory of Guam Power Authority.

Interested parties capable of providing the required services described in this notice are invited to submit complete technical data and information in order for the Government to conduct an evaluation of your organization’s ability to meet the requirement. Your response shall be typed, at least 11 point Times New Roman or larger, single-sided 8.5 by 11 inch pages and submitted in Adobe PDF format.  Also, provide company information and point of contract (name, title, email, phone, mailing address).

The Government will not reimburse any responder for any costs associated with information submitted in response to this sources sought announcement.

Interested parties shall submit information and specifications to Mr. Jeno Aguon, Contract Specialist, via email at jeno.m.aguon.civ@us.navy.mil. Interested parties responding to this announcement by 23 July 2025 at 3:00 p.m. Chamorro Standard Time (ChST) will be considered.
