Notice of Intent – SRSU VistaRAD PACS System

The Navajo Area Indian Health Service (NAIHS), Shiprock Service Unit, plans to negotiate a sole-source, firm-fixed-price contract with CDW Government LLC (UEI PHZDZ8SJ5CM1) for the VistARad PACS system at the Northern Navajo Medical Center. CDW Government LLC is the only vendor capable of providing all the necessary equipment for the installation of the Vista Imaging PACS server and data migration. This will include the installation, set up and data migration, which will be coordinated between CDW Government, HP and the VistARad support team. The NAICS code is 513210, with an associated small business size standard of $47.0 million.

The anticipated delivery date is 45 days after award. In accordance with FAR 13.501(a)(1), acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements in FAR 6.  However, sole-source justifications for actions above the simplified acquisition threshold but not exceeding $7.5M (non-urgent and non-compelling as described in FAR 13.500(c)) must use the format at FAR 6.303-2 with proper tailoring.  The action is being accomplished using the principles of FAR 12 Acquisition of Commercial Items in conjunction with FAR 13 Simplified Acquisition Procedures - particularly FAR 13.5 in accordance with 41 U.S.C. 1901, "...to promote efficiency and economy in contracting and to avoid unnecessary burdens for agencies and contractors..."

This notice is not a request quotations or proposals. Any vendor that believes it can satisfy the Government’s requirement may provide a capability statement. Verbal responses will not be considered. Responses are due August 22, 2025 10:00 am MDT.

A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued.
