Solicitation W912D1-24-R-0002; Multiple Award Task Order Contract (MATOC) for Kuwait Construction. Regional Contracting Center-Kuwait (RCC-KU) intends to issue a Request for Proposal (RFP) to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts.
The government is seeking no more than six (6) vendors for construction projects at Camp Arifjan, Camp Buehring, SPOD, and all other current and future US Military Installations and Facilities in the State of Kuwait. Projects include but not limited to shore and waterfront facility repair, and built-in equipment project work classified as repair, construction, maintenance, equipment installation, sustainment, restoration / modernization, and demolition.
The contractor shall submit a method statement for all construction and material installation. All material and method statements must be approved by the Directorate of Public Works (DPW) prior to the procurement of materials through a submittal process. The contractor shall provide all labor, equipment, tools, supplies, materials, and logistic support required to execute all the works. In addition, the contractor shall provide all mobilization, quality assurance, safety, badging and supervision for their work force.
The work the Contractor performs will include, but is not limited to, tasks in a variety of trades such as: architectural, carpentry, road repair, roofing, excavation, interior and exterior electrical work, plumbing, sheet metal, painting, demolition, concrete, asphalt, masonry, welding, mechanical, landscaping, irrigation systems, minor construction to include modular type construction as well as K-spans, and other construction trades.
The North American Industry Classification System (NAICS) codes for this work are 2381 - Foundation, Structure, and Building Exterior Contractors; 2382 - Building Equipment Contractors; 2383 - Building Finishing Contractors; 2389 - Other Specialty Trade Contractors. All responsible firms may submit an offer. This procurement is not being set-aside and uses full and open competition to contractor with the ability to perform all work in Kuwait by virtue of a business license.
The anticipated contract will be (5) year MATOC/IDIQ. Task Orders will generally range from $25,000.00 to $1,000,000.00. The total of individual task orders placed shall not exceed $35,000,000.00 for all IDIQ contract holders.
The government will use on/off ramp procedure described in the solicitation. The selection process will be conducted in accordance with FAR Part 15.3 and DFARS 215.3 source selection procedures. Proposals will be evaluated on 1) Organizational and Technical Experience, 2) Past Performance and 3) Price of the Sample Project.
