Moorage for USCGC Alex Haley

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Government hereby submits a notice of intent to award a sole source, firm fixed price purchase order for Moorage of the US Coast Guard Cutter (CGC) Alex Haley. The vendor will be CITY OF KODIAK, 710 MILL BAY RD,KODIAK AK 99615-6340, UEI: KWK7S2J1UJQ3. The period of performance will be from 30 Sep 2025 – 25 Dec 2025.

This action is being awarded on a sole source basis pursuant to FAR 13.106-1(b)(1)(i), services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. USCG Base Kodiak is undergoing a substantial construction project to upgrade pier space. This project is ongoing and will not be completed before 12/25/25. CGC Alex Haley requires pier space between 10/1/25-12/25/25 while construction is ongoing. The City of Kodiak has the only pier space that will accommodate the CGC Aley Haley in terms of cutter size and moorage duration. USCG Base Kodiak, Kodiak AK 99615, will be the procuring entity for this effort. Performance will be at Kodiak AK 99615. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this requirement is 488310.

This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 25 Aug 2025, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
