The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Procurement Section is issuing this urgent Request for Quotation (RFQ) for the purpose of procuring Janitorial Services in support of the operation for Disaster 4724 Hawaii. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. FEMA is issuing a written solicitation in accordance with FAR Subparts 13.106-1 and Subpart 12.6.
The solicitation number 70FBR924Q00000006 is being issued for a request for quotes (RFQ). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 561720 – Janitorial Services.
The Service Contract Act of 1965, as amended (41 U.S.C. 351) is applicable to this procurement for daily janitorial services and the following wage determination shall be applicable to the resulting purchase order: Wage Determination No.: 2015-5739 (Rev.-20).
This action is being competed using the policies and procedures for procurements under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 USD 5150) and FAR 52.226-3, 52.226-4, 52.226-8 and 6.208 Set-Asides for Local Firms during a Major Disaster or Emergency. This action is a small business set-aside for vendors residing in or primarily doing business in federally declared disaster county: Maui County.
A fixed priced award may be made to the responsible offeror submitting an overall quote that is determined best value to the Government’s needs, price and other factors considered, using the procedures prescribed in the technical evaluation factors.
You are hereby invited to submit a quotation in response to this notice. If you are interested in this acquisition, you may participate by submitting your response in accordance with the instructions that follow.
Evaluation Factors for Award
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the best value to the Government’s needs, price and other factors considered. The factors are listed below in descending order of importance. All evaluation factors, other than price, when combined, are significantly more important than price. The following factors shall be used to evaluate offers:
Factor 1. Experience and Technical Competence in the type of work required
The contractor shall provide a response in accordance with all requirements of the statement of work, and the hourly rate in accordance with the wage rate determination form for daily service/cleaning at David Trask Building, 2145 Kaohu St, Wailuku, Hi 96793.
Factor 2. Price
The contractor shall complete the attached solicitation pricing chart inclusive of necessary supplies and services as outlined in the statement of work
Factor 3. Delivery Schedule
The contractor shall provide earliest delivery schedule and date.
Factor 4. Past Performance
The contractor shall provide 3 references which demonstrates work similar in size, scope, and complexity to this requirement.
All non-price factors, when combined, are slightly more important than price.
The technical evaluation rating criteria are attached.
This solicitation requires an active registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. All quote submissions must include the following information on a quote submission cover letter.
The quote shall be submitted to the Contracting Officer, Demetria Carter at demetria.carter@fema.dhs.gov no later than 2:00 pm HST, May 3, 2024.
