Intent to Establish a Blanket Purchase Agreement (BPA) for Classified Pouch Imp/Exp Handling Services U.S. Embassy Kuwait
This is a Special Notice issued to comply with the Federal Acquisition Regulation FAR 5 publicizing requirements related to the setup of a Blanket Purchase Agreement (BPA)
A BPA is not a contract or purchase order. A BPA is like a charge account that sets forth terms and conditions prior to an actual purchase, significantly reducing paperwork and the administrative cost per order. Once the BPA is issued, the Government can place orders, and the contractor can make delivery without a separate purchase order for each order. BPAs must follow all procurement laws and regulations.
The U.S. Embassy Kuwait intends to establish one or more BPAs with qualified local vendors that can provide handling services for Import, export of classified pouch shipments and comprehensive logistics services. These services may include, but are not limited to: For outgoing Class Pouch Services, prepare and process outgoing Class pouches for transport, Generate an Airway Bill (AWB) for each outgoing Class pouch shipment, Coordinate with airlines to ensure timely dispatch according to scheduled dates, provide export customs clearance, Provide airport handling, terminal handling charges (THC/GCH), security escort services as required, Deliver pouches securely to the designated departure location. For Incoming Class Pouch Services, Clear all handling and Delivery Order (DO) charges for incoming Class pouches, Coordinate security vehicle escort and related charges with Kuwait Airways or other designated carriers, Ensure secure and timely delivery of incoming pouches to the designated government facility. The agreement(s) may span a performance period of up to five (5) years, with a total estimated value not to exceed the Simplified Acquisition Threshold (SAT) as defined under FAR 2.101, currently set at US$350,000. Individual orders (calls) placed under the BPA will not exceed the Micro-Purchase Threshold (MPT), currently set at US$15,000, unless approved by the Contracting Officer.

This notice serves market research and public announcement purposes only and does not constitute a solicitation. No Request for Quotation (RFQ) or solicitation is being issued at this time. However, vendors interested in future opportunities under this BPA may submit capability statements and documentation demonstrating their qualifications.
