THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT.  NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT WILL USE RESPONSES TO THIS SOURCES SOUGHT NOTICE TO MAKE APPROPRIATE ACQUISITION DECISIONS.

The purpose of this Sources Sought Notice is to collect information of qualified contractors as part of a market research conducted by NAVFAC Far East FEAD Okinawa for support Environmental service contract, including Hazardous Waste (HW) collection, documentation and transportation to, and management and operation of Hazardous Waste Storage Areas (HWSAs) at U.S. Marine Corps Base, Camp Kinser (Camp Kinser), for Commander, Fleet Activities Okinawa (CFAO), Japan.

The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references.  The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein.

The North American Industry Classification System (NAICS) Code is 562910 – Remediation Services

Performance Period: 12 months.

Work Requirements:

The contract shall provide all necessary labor, materials, equipment, supervision, supplies, transportation, and incidentals to perform the services for Hazardous Waste (HW) collection, documentation and transportation to, and management and operation of Hazardous Waste Storage Areas (HWSAs) at U.S. Marine Corps Base, Camp Kinser (Camp Kinser), for Commander, Fleet Activities Okinawa (CFAO), Japan.

Instructions for Interested Parties:

Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that adequate business entities exist that are capable of satisfying the

Government’s requirements.

All interested firms may submit following information using the form provided under separate file titled “Sources Sought – Contractor Information Form”, attachment (1) to demonstrate capabilities and capacity.

  1. Contractor Information: (1) Company name and address; (2) Name of POC for firm (3) Phone number of POC, and (4) email address of POC.

  1. System for Award Management (SAM) registration, please indicate your DUNS Number and CAGE code.

  1. License/Permits: Do you currently possess a license for the following:

Collection and Transportation of Industrial Waste (産業廃棄物収集運搬許可証)    

Disposal of Industrial Waste (産業廃棄物処分業許可証)                                          

  1. Additional information:

Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Interested parties should respond by 10:00 AM (Japan Standard Time) on 10 April 2024, via email to minako.sakumoto2.ln@us.navy.mil.  The subject line of the email shall read: “Response to Sources Sought for Hazardous Waste Disposal Service for CFAO”.

No telephone calls will be accepted requesting a Request for Quotation (RFQ) package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
