Introduction:

The U.S. Army Corps of Engineers, Japan District (POJ) has two upcoming construction projects located at Marine Corps Air Station (MCAS) Iwakuni.  The Government anticipates consolidating the two projects into one solicitation.  The purpose of this notice is to identify sources capable of performing these projects and to receive responses from those firms to assist the Government's acquisition planning.  All upcoming projects are Design-Build (DB) military construction projects.  This announcement represents a market survey that is intended for planning purposes only.  This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This notice is NOT a solicitation.  The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice).

The information requested in this announcement will be used within POJ to facilitate decision-making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this announcement should consult 41 C.F.R. parts 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA). All information submitted by respondents that they consider confidential and not releasable to third parties outside of USACE, and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked.

Anticipated Period of Performance: 540 Calendar Days

Anticipated Schedule: The Government anticipates soliciting in FY24

Project Description:  

Design-Build.  Renovate six Field Grade and Senior Enlisted Units (4-BDRM) at Marine Corps Air Station Iwakuni (MCASI).  This project will provide complete renovations to 11,507 SF of family housing across four-structures (Bldg. 680-683) and 6 units for Accompanied Officers (O4 to O5) and their families by replacing and improving building support systems (electrical, mechanical, architectural).

Project Title:  FY24 H2402 Whole House Revitalization, Northside Townhouse Phase 4, MCAS Iwakuni

Project Location:  MCAS Iwakuni

Product Service Code (PSC):  Y1FA – Construction of Family Housing Facilities

Project Magnitude:  Between ¥1,000,000,000 and ¥2,500,000,000 (Japanese YEN)

Anticipated Period of Performance: 600 Calendar Days. 

Anticipated Acquisition Method:  Request for Proposal 

Anticipated Schedule: The Government anticipates soliciting in FY24

Project Description:  

Design-Build.  Whole-House Revitalization of buildings 1211, 1212, 1213, 1214 and 1216 (Northside Townhomes) at Marine Corps Air Station Iwakuni (MCASI), Japan.  This project will be the complete renovation by demolition of existing architectural, roof, mechanical and electrical components with the exception of the substructure and superstructure. The subsequent reconstruction will match the existing floor plan and will repair/repaint/resurface all interior and exterior walls, ceilings, doors, hardware and closet shelving.

REQUESTED INFORMATION

Interested firms are requested to reply with the following information no later than 29 February 2024 Japan Standard Time.  Please submit your responses via e-mail to nakiba.s.jackson@usace.army.mil and norman.roldan@usace.army.mil instead of the following cepoj-cta@usace.army.mil.

  1. Name of your company, address, phone number, email, UEI Number, CAGE Code, and English Speaking Point of Contact (POC) name.
  2. The Government anticipates in consolidating both projects into one solicitation.  If consolidated, what challenges would be anticipated.  Is the period of performance sufficient for both projects.  Will there be enough resources from your firm to perform the projects simultaneously and/or separately.   Provide any explanations/concerns on what would increase their likelihood and/or interest in this project and intention to submit a proposal.
  3. Describe your firm's capability and experience relative to the work described in the interested Project Descriptions. Please provide at least one (1) comparable project your company has completed to the project(s) you are interested in (for government or commercial customers) completed in the past six (6) years.
  4. Identify your current construction bonding levels:

          a. Single Contract Amount

          b. Aggregate Maximum Contract Amount

         c. Name of Suretie(s)

         5. For each project you are interested, request any comments/concerns related to the Draft Specifications (if provided) (i.e. long lead items, specialty equipment, Japan Industrial Standards/Japan Edited Specifications, anticipated period of performance).

       6. Projections:

a. Based on the upcoming military construction projects and other known Government agency military construction projects that your company may be interested in, what factors would you consider in participating for the combined solicitation (example – location of project, size of project, timing of project, acquisition strategy)?

b. Do you see any challenges or concerns with the upcoming projections?

       7. Any other questions or concerns.
