GENERAL INFORMATION

In accordance with the Federal Acquisition Regulation (FAR) 5.207, Naval Facilities Engineering Systems Command Far East (NAVFAC FE) FEAD Camp Butler intends to solicit proposals for FIRE PROTECTION SYSTEMS PREVENTATIVE MAINTENANCE AND INSPECTION SERVICES AT MARINE CORPS BASE CAMP BUTLER, U.S. NAVAL HOSPITAL (USNH) & BRANCH CLINICS/FACILITIES OKINAWA, JAPAN.

The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to accomplish the requirements in accordance with the terms and conditions of this contract.

Anticipated contract will be a single-award Indefinite Delivery / Indefinite Quantity (IDIQ) type performance-based service contract comprised of Recurring and Non-Recurring work requirements. Anticipated period of performance is a 12 month base period and four (4) one-year option periods.

Interested parties can view and/or download the solicitation when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the SAM website for any posted changes.  IT IS THE SOLE RESPONSIBILITY OF THE INTERESTED PARTY TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.

CONTRACTOR REQUIREMENTS

Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Offerors will be required to provide verification of required license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. Contractors must have a Japanese bank account in order to be able to receive payment via DFAS Japan.

The contractor shall obtain and submit all required permits, licenses, and authorizations to perform work under this contract and comply with all the applicable Federal, host nation (Japanese), prefecture, municipal, local laws, and regulations.

STATUS OF FORCES AGREEMENT

The U.S. Government will not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as “Members of the Civilian Component” under Article I (b) of the SOFA.
