Request for Information (RFI) – Fine Arts and Film Academic Workshop Support Services for DODEA Pacific Far East Academics Program.

This Request for Information (RFI) is issued by the Department of Defense Education Activity – Pacific (DoDEA-Pacific) for the purpose of conducting market research in accordance with FAR Part 10. The Government is seeking capability statements from qualified industry professionals or vendors interested in providing instructional services in support of an annual fine arts and film academic workshop.

This is not a solicitation or request for proposal. This Request for Information (RFI) is issued solely for conducting market research and does not constitute a Request for Proposals (RFP), Invitation for Bids (IFB), Request for Quotations (RFQ), and does not obligate the Government to any current or future commitments. The Government will not pay/reimburse any costs or charges resulting from contractors’ responses to this RFI.

The periods of performance (POP) for this effort include one 10-month base period plus four (4) 12-months options to extend the performance up to five (5) years as follows:

• Base Period: 01 October 2025 TO 31 July 2026
• Option Period One: 01 August 2026 TO 31 July 2027
• Option Period Two: 01 August 2027 TO 31 July 2028
• Option Period Three: 01 August 2028 TO 31 July 2029
• Option Period Four: 01 2 August 2029 TO 31 July 2030

Background

DoDEA requires specialized instruction from an organization that will provide professional instructors to teach up to 104 students essential baseline knowledge in creative fine arts disciplines, such as art, graphic design, and filmmaking. The selected organization will deliver foundational expertise to inspire, support, and energize both students and DoDEA teachers on their creative journey. It will create an environment for hands-on, practical applications in creative filmmaking and fine arts, offering mentoring and coaching at a rigorous level throughout the entire creative process. Additionally, the professional instructor will serve as a judge on the review panel tasked with selecting the best overall products and performances using pre-determined rubrics. The event historically takes place in Tokyo, Japan. Instruction is delivered over a four-day event occurring sometime between 1 October – 30 September.

Description of Services Needed

Vendors shall provide logistical support, English speaking instructors, and materials to provide a fine arts and film academic workshop. The Department of Defense Education Activity-Pacific (DoDEA-P) requires an instructional seminar-based academic program designed for high school students, with an emphasis in the study of visual arts and film.

Instruction is supported by DoDEA classroom teachers. Contractors must have the following qualifications in support of this workshop:

Film Academy

• A minimum of three (3) years of verifiable professional experience in motion media fields such as film and/or television production, post-production, corporate, educational, or training environments. Demonstrated expertise in Adobe Premiere Pro and Adobe Creative Suite.
• Experience with ENG-style high-definition broadcast cameras, creative digital cinematography, and related professional equipment.

Art Academy

• A minimum of three (3) years of verifiable professional experience in fine arts, graphic arts, or commercial photography.
• Combined verifiable teaching experience totaling at least three (3) years, which may include classroom teaching, professional development workshops, freelance instruction, or professional lectures.

Vendors are responsible for:

• Travel to and from Tokyo, Japan (HND or NRT airport)
• Lodging (on-base option available at personal expense)
• Providing and shipping their own teaching materials.

Please note that vendors are required to be registered in the System for Award Management (SAM) database at the time an offer/quotation/proposal is due to comply with the annual representations and certifications requirements.

Therefore, only businesses with an active SAM registration will be eligible to receive any resultant contract(s) the Department of Defense Education Activity.
