EMERGENCY – RAW WATER TREATMENT – NC

PURPOSE:

The purpose of this Request For Information (RFI) is to identify contractors experienced with strategies, procedures and has the resources to respond to the Helene Hurricane ongoing recovery missions.  U.S. Army Corps of Engineers South Atlantic Division (SAD) is actively engaged in executing water infrastructure assessments and wastewater missions across multiple counties in NC impacted by recent storms and Hurricane Helene.  This RFI is focused on USACE Wilmington District (CESAW) requirements across the ten (10) counties across NC most impacted by Hurricane Helene.  The Government is working on the initial list of wastewater facilities and water treatment plants priorities across ten (10) counties across NC impacted by Hurricane Helene; Ashe, Avery, Buncombe, Burke, Caldwell, Henderson, McDowell, Polk, Watauga, and Yancey. 

We are seeking to lease/rent from potential vendors to provide 25 MGD pre-treatment of the raw water contained within the North Fork Reservoir from its current turbidity level of 25 NTUs down to 1.5 NTU’s before entrance into the water treatment plant train for treatment to drinking water standards. We are also seeking potential vendors to provide 5 MGD pre-treatment of the raw water contained within the Bee Tree Reservoir from its current turbidity level of 212 NTUs down to 1.5 NTU’s before entrance into the water treatment plant for treatment to drinking water standards. The pre-treatment units shall be prefabricated package type self-contained units sized for transport via eighteen wheelers, piped together as needed, brought online, and operating.  Systems will be required to operate 24 hours per days and the expected timeline could be 6 months or longer.  The systems need to be able to be mobilized within 96 hours and operational onsite within 10 days.

The system shall meet all local, state, and federal standards. The vendors shall be required to prepare, process, and send in for approval all required permits, including the payment of all permit fees.  Systems will be required to operate 24 hours per days and the expected timeline could be 6 months or longer.

The calculated theoretical settling times compared to the turbidity data provided indicates the presence of smaller particles and/ or organic matter. Testing for further water quality will be required. 

General Questions:

  1. Do you have everything needed to mobilize within 48 hours and perform a WTP support/services immediately?

  1. Provide a list of on hand equipment. Indicate if the equipment is owned or a rental. This equipment can include equipment under reserved agreements provided the equipment is readily available (within 24 hours) of a government contract.

  1. Ensure equipment can be staged or on site within 96 hours. If not supply an estimate of time needed to have equipment staged or on site in affected area.

SAMPLE EQUIPMENT SPECIFICATIONS:

The attached spec sheets are for reference only and shall not be construed to convey these items as "brand name or equal," They include the characteristics that reflect the recommended or better solutions and a level of quality that will satisfy the Government’s needs.  The salient physical, functional, and performance characteristics of these systems or systems of better functionality represent products that are reasonably expected to meet the Government needs.

Contractors are free to identify superior solutions in their response to this Sources Sought.

REQUIRED RESPONSES:  In addition to any capability statement that your company may provide, please address the following questions:

  1. This sources sought is requested with respect to the damages cause by Hurricane Helene. The potential mission will be to provide potable water to the affected areas.

  1. Contractors Sources Sought Response shall disclose the following:

    1. If the proposed equip is owned.
    2. The leasing period of all equipment if unowned
    3. Does the contractor employ a Licensed Engineer able to stamp all mobile treatment plant drawings when submittals are required for state and federal organizations.
    4. If the contractor does not have a Licensed Engineer able to stamp all mobile treatment plant drawings, can one be brought quickly in under a letter of intent to hire or contract employee.

  1. Provide confirmation that:
  • all items can meet the need to be skid mounted/transportable with equipment to load/offload.
  • The locations of work will be at the Bee Tree and North Fork reservoirs
  • There are areas of very high turbidity and reports of high manganese.
  • This list is not all encompassing, the contractor may need to supply additional materials beyond the equipment below to fulfil requirements.
  • Cold weather may impact systems and mitigation may need to take place.

(Staging area for equipment may be provided prior to contract award.)
