This notice aims to provide public notice of a forthcoming project at Fort Magsaysay (FMSS), Nueva Ecija, Philippines. The government plans to issue a solicitation approximately June or July 2024. This notice also aims to collect names of contractors interested in attending the site visit for the Base Access Request (BAR) that will be facilitated by the US Government.

Projects Description:   This is a Design-Build project for a new construction located within the boundaries of Fort Magsaysay (FMSS), Nueva Ecija, Philippines. These facilities must be designed and constructed in accordance with either Unified Facilities Criteria (UFC), International Building Codes (IBC), or Philippines Codes as stated in the Request for Proposal (RFP). The proposed projects are as follows:

Live Fire Shoot House Construct a two-story pre-engineered metal building (PEMB) structure with a concrete slab-on-grade with overall dimensions 19 m x 18 m (62.3 ft x 59 ft). The building contains the first-floor area for operations of the live fire training, with a second-story level of catwalks for observation during the training. The facility structure is constructed of PEMB steel frames with PEMB steel trusses for roof support. The main wall system shall be constructed of reinforced concrete walls supporting 25 mm (1-inch) thick steel plating and 50 mm (2-inch) thick dura panel (anti-ricochet ballistic rubber). The second-floor catwalk shall have a 3.0 m (10 ft) wide view deck area constructed of steel-framed trusses supported on the concrete walls below. A perimeter fence with gate shall be constructed around the shoot house for security during training events. Install a 11 kVA pole top transformer, strategically placing it on the nearest available utility pole adjacent to the shoot house. For access to the building, a 6000mm-wide (20 feet) gravel access road will be constructed over the existing access road connecting the facility to rest of the base.

Project Magnitude is between US$1,000,000 and US$5,000,000 (FAR 36.204 Disclosure of the magnitude of construction projects).

A Pre-Proposal Site Visit (PPSV) for this project is tentatively scheduled for June through July 2024. The site visit is to provide Offerors with an opportunity to familiarize themselves with the job sites and conditions to be encountered and is not for the purpose of answering questions. 

Offerors interested in the project are required to submit the attached Base Access Request (BAR) and fill in your information in the attached Base Access Request (BAR) form / provide required information for the PPSV. Submit it to the site access coordinators listed below by May 21, 2024.

Note:

-Contractors may submit up to 4 names (2 primaries and 2 alternates), but only 2 participants, 1 driver, and 1 vehicle, per company shall be allowed to attend the PPSV.

The driver can enter the base but must remain in the vehicle throughout the site visit. The driver is not permitted to attend the site visit or replace any of the attendees during the site visit and must present a valid form of identification or passport for base access.

-This base access process is only for the list of attendees the US Government is facilitating. Contractors that request access after the required date will not be added to the US Government list but will still be allowed to attend the site visit with two attendees if they can get access to the base on their own. This is a limitation imposed by the host nation. Contractors are not allowed to inspect the project sites outside of the scheduled site visits. Any Contractor that does a site inspection outside of the scheduled site will be disqualified and ineligible for award due to having a competitive advantage.

- All information relevant to the site visits will be posted on SAM.gov. Emails requesting confirmation for site visit times, locations, and other information that is clearly stated on SAM.gov will not be answered.

- The tentative schedule of the site visit is on June 26-28, 2024.
