Draft Socitation is provided instead of released solicitation due to US Government contract writing software, SPS, having technical issues performing document generation. Draft soliciation is provided in advance of Pre-proposal Site Visit (PPSV) which is scheduled on 26 JUNE 2024 at 0930am local time as last resort. Final released RFP will be provided as soon as it is available. 

The PPSV is available only for those contractors who submitted the Base Access Request (BAR) before that previously submitted request for base before 11:00 a.m. Thailand time on May 21, 2024.  Attendees will be vetted prior to the site visit.

This notice aims to provide public notice of a forthcoming project at Fort Magsaysay (FMSS), Nueva Ecija, Philippines. The government plans to issue a solicitation approximately June or July 2024. This notice also aims to collect names of contractors interested in attending the site visit for the Base Access Request (BAR) that will be facilitated by the US Government.

Projects Description:   These are Design-Build projects for various type of new construction located within the boundaries of Fort Magsaysay (FMSS), Nueva Ecija, Philippines. These facilities must be designed and constructed in accordance with either Unified Facilities Criteria (UFC), International Building Codes (IBC), or Philippines Codes as stated in the Request for Proposal (RFP). The proposed projects are as follows:

1. Maintenance Parking Bay Facility. Construct a single-story concrete-frame structure with a steel truss roof and overall concrete building slab area with dimensions 38.1 m x 8 m (125 ft x 26.25 ft), 305 SM open-air roofed structure, and outdoor gravel surface area. Discharge from the plumbing will be routed to the specified septic system. All electrical work shall comply with the Philippine Electric Code (PEC), United Facilities Criteria (UFC), ANSI-C2 National Electric Safety Code, NFPA 70 National Electric Code (NEC), and other regulations enforced by the local regulating agencies. The installation of one (1) transformer is required to efficiently meet the power demands of distinct areas within the facility. Incoming power shall be 220V single phase @ 60Hz.

Project Magnitude is between US$500,000 and US$1,000,000 (FAR 36.204 Disclosure of the magnitude of construction  projects).

2. Covered Training Area Facility. Construct a single-story pre-engineered metal building (PEMB) structure with a concrete slab-on-grade with overall dimensions 30 m x 16 m (98.4 ft x 52.5 ft). 480 SM open-air pre-engineered roofed structure, outdoor gravel surface area. Fire safety and fire protection features will be designed and installed. Connection to the shore power source and install exterior electrical connection station. The roofing will be a composite/PVC roofing title that is utilized and obtained locally. Incoming power shall be 220V single phase @ 60Hz. Powerline Infrastructure must be extended to meet the power demands of the facility.

Project Magnitude is between US$250,000 and US$500,000 (FAR 36.204 Disclosure of the magnitude of construction projects).

A Pre-Proposal Site Visit (PPSV) for this project is tentatively scheduled for June through July 2024. The site visit is to provide Offerors with an opportunity to familiarize themselves with the job sites and conditions to be encountered and is not for the purpose of answering questions. 

Offerors interested in the project are required to submit the attached Base Access Request (BAR) and fill in your information in the attached Base Access Request (BAR) form / provide required information for the PPSV. Submit it to the site access coordinators listed below by May 21, 2024.

Note:

-Contractors may submit up to 4 names (2 primaries and 2 alternates), but only 2 participants, 1 driver, and 1 vehicle, per company shall be allowed to attend the PPSV.

The driver can enter the base but must remain in the vehicle throughout the site visit. The driver is not permitted to attend the site visit or replace any of the attendees during the site visit and must present a valid form of identification or passport for base access.

-This base access process is only for the list of attendees the US Government is facilitating. Contractors that request access after the required date will not be added to the US Government list but will still be allowed to attend the site visit with two attendees if they can get access to the base on their own. This is a limitation imposed by the host nation. Contractors are not allowed to inspect the project sites outside of the scheduled site visits. Any Contractor that does a site inspection outside of the scheduled site will be disqualified and ineligible for award due to having a competitive advantage.

- All information relevant to the site visits will be posted on SAM.gov. Emails requesting confirmation for site visit times, locations, and other information that is clearly stated on SAM.gov will not be answered.

- The tentative schedule of the site visit is on June 26-28, 2024.
