Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
This is an acquisition for the construction of multiple pre-engineered buildings on Chabelley Airfield, Djibouti. All work will be done in accordance with the attached Statement of Work, dated 28 August 2024 and titled CADJ 24-1045 Construct Multiple Pre-Engineered Buildings_Final.
The work requested in the SOW has been divided into a main body and a bid option (found under section 5). Proposals submitted in response to this solicitation must have a seperate section in response to the bid option. The work described in the bid option may, or may not, be included in the final award; its inclusion will be determined by the price proposed and available funding. Offerors are advised to read solicitation clause 252.236-7007 Additive of Deductive Items for further details. The contractor shall provide all designs, management, tools, equipment, materials, supplies, transportation, supervision, and labor necessary for such an endeavor.
In accordance with FAR 36.204(f), the magnitude of this project is between $1,000,000 and $5,000,000.
Offers will be due on the date listed in this solicitation; questions will be due no later than 09 September 2024 at 10:00 AM East Africa Time (UTC + 3).
A site visit will be held, on 04 September at 10:00 AM East Africa Time (UTC +3). For those individuals who do not hold an active CADJ badge, but are requesting to attend the site visit, you must submit names via email to me by 02 September. For those with a CADJ badge, we will meet at the Contracting Office. Please arrive promptly by 09:55 PM East Africa Time (UTC +3).
All offerors performing work in the AFRICOM AOR must register in the Joint Contingency Contracting System (JCCS) at https://www.jccs.gov/jccscoe. After submission of the required information in this system, the vendor will be assigned a risk rating. The Contracting Officer will verify the prospective awardee’s registration in the JCCS and the prospective awardee’s rating during the responsibility determination before awarding this contract. If the prospective awardee does not have an Acceptable status in JCCS at that time, then the prospective awardee will be found to be not responsible under FAR 9.104-1(g) and their proposal will be ineligible for award.
