1. INTRODUCTION
Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors for the replacement of the HVAC system servicing CFA-699. The current system has exceeded its useful life, is inefficient, relies on obsolete refrigerant, and presents increasing maintenance challenges due to part unavailability.
2. BACKGROUND
INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. The HVAC system at CFA-699 is critical to maintaining operational integrity and environmental control. Due to its deteriorating condition, BEA recommends full replacement to avoid system failure and ensure continued reliability. The scope of work will include:
• Demolition and removal of the existing HVAC unit, conduit, piping, and support systems
• Installation of a new HVAC system, including:
o Earthwork and concrete infrastructure
o Metal support stand
o New condenser unit
o Tubing and piping to existing coils
o Electrical components
o Control system upgrades
3. PROCESS
This EOI is the first step in identifying interested and qualified vendors. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Quote (RFQ) process for award consideration.
4. SUBMITTAL REQUIREMENTS
Interested vendors should submit an Expression of Interest that includes the following:
• Company name and point of contact
• Description of HVAC systems and services offered relevant to the CFA-699 scope
• NAICS codes and business size classification
• Any existing DOE or federal contracting experience (if applicable)
