SOURCES SOUGHT NOTICE FOR NAVAL SURFACE WARFARE CENTER PHILADELPHIA DIVISION (NSWCPD)
SUBJECT: The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is seeking information regarding procurement of seventy-four (74) Uninterruptible power supplies (UPS) and seventy-four (74) associated Bypass Switches to be used as a backup power supplies for Hull, Mechanical, and Electrical (HM&E) systems to be deployed across LHD-1, LHA-6 and CVN-68 Class ships.
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.
Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.

SCOPE: The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is seeking information regarding procurement of seventy-three (73) Uninterruptible power supplies (UPS) and seventy-three (73) associated Bypass Switches to be used as a backup power supplies for Hull, Mechanical, and Electrical (HM&E) systems to be deployed across LHD-1, LHA-6 and CVN-68 Class ships. NSWCPD is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Code 447, which is responsible for Electrical Energy Storage & Auxiliary Electrical Power Systems.
The Electrical Energy Storage & Auxiliary Electrical Power Systems (Code 447) of the Electrical Power Systems Division (Division 44) of the NSWCPD, provide engineering and technical support relating to UPS. As the UPS In-Service Engineering Agent, NSWCPD supports the Navy by performing maintenance grooms, ship modifications, and engineering designs related to UPS for various ship classes. NSWCPD is the primary engineering and procurement agents for ship alterations 92130K, 94035K and 97909K, which are installed on LHD-1, LHA-6 and CVN-68 Class ships. These ships require a new design of UPS with associated bypass switch.
