1. The U.S. Government is soliciting for quotes for the performance of services under a firm-fixed price contract to remove and dispose of an estimated 21,000 gallons of JP-8 fuel at Campia Turzii Air Base, Romania, and to clean and inspect the tank in accordance with the requirements of the attached PWS and host nation laws.

2. The subject combo/solicitation is exempt from synopsis requirements in IAW FAR 5.202(a)(13).

3. The subject service shall be acquired using FAR Part 12 procedures for the Acquisition of Commercial Items. FAR Part 13 Simplified Acquisition Procedures shall govern this competitive acquisition (FAR 13.500(a)-acquisition is <$7.5M).

4. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the removal, transportation and disposal of approximately 21,000 gallons of contaminated JP-8. Thereafter the contractor will clean the source tank and source an API certified inspector or European equivalent to complete a best practice tank structural analysis  as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

5. Interested companies shall conform to the general and specific quote preparation instructions in the solicitation and in accordance with FAR Clause 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services.

6. Quotes shall be evaluated in accordance with FAR Clause 52.212-2 Evaluation—Commercial Products and Commercial Services.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

  1. Price
  2. Technical 
  3. Past Performance

Technical and past performance, when combined, are approximately equal to cost or price.

7. Performance of the service will come into effect 30 September 2024 and shall not extend beyond 29 November 2024 (total maximum Period of Performance: 60 days). Performance shall begin no later than 5 calendar days from the date of receipt of the Notice to Proceed (NTP) issued to the contractor by the Contracting Officer.

8. A site visit will be conducted by the 731 EATKS on Monday, September 16, 2024 at 1100. All contractors must meet at the Campia Turzii Air Base Main entrance at least 15 minutes before the site visit start time to ensure sufficient time to access the base. The site visit points of contact are listed below:

In order to obtain base access onto Campia Turzii Air Base for the site visit, the following information must be sent to the above listed points of contact no later than close of business Tuesday, September 10, 2024, for each individual seeking access onto the base to ensure sufficient time to process their request(s). No more than three (3) representatives from each interested vendor may attend the scheduled site visit.

The U.S. and Romanian Government are not responsible for any contractor's inability to access Campia Turzii Air Base on the date of the site visit.

9.   All general questions and enquiries pertaining to this combo/solicitation, or ones resulting from the scheduled site visit must be submitted to the Contracting Officer via email no later than three (3) calendar days before the solicitation close date.

10.  An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

11. There is no pricing scheduled template provided by the Government for this solicitation. Pricing can be annotated on the physical SF 1449 (solicitation) under Line Item 0001. Please feel free to submit your own proposed pricing schedule within your quotation.
