FAR 5.202(a)(2) provides an exception to the requirement for publicizing contract actions (synopsis) when the KO determines that the supplies or services are urgently needed, and compliance with the usual timelines would cause harm to the Government. This exception can apply where EAF authority is utilized.- Additionally, FAR 5.202(a)(13) provides an exception to the synopsis requirement for acquisitions conducted under simplified acquisition procedures if the acquisition does not exceed the simplified acquisition threshold (SAT). Under EAF, the SAT increases to $1,000,000. The Government's right to use data in its possession is questionable.
