Securing of Property Perimeter, US Embassy Brussels, Belgium

The Regional Procurement Support Office in Frankfurt, Germany, intends to award a Firm Fixed-Price Construction type contract during the first quarter of calendar year 2025.

The successful contractor shall provide complete construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of the contract within the established timeframe.

The contractor to enhance the security of the vacated ING Building in Etterbeek, Brussels, by establishing a perimeter barrier, access gates, and boarding solutions that mitigate unauthorized entry, trespassing, and vandalism.

The contractor shall be required to perform the following:

1. Perimeter Security:

  • Establish a secure perimeter around the building using anti-climb fencing of at least 3 meters in height and approximately 750 meters in length.
  • The fencing must deter unauthorized climbing or tampering and ensure a continuous, unbroken boundary to prevent access to the site.

2. Perimeter Gates:

  • Install three anti-climb access gates at specified locations with precise dimensions:
    • North Gate: 1.2 meters wide and 3 meters high.
    • East Gate: 4 meters wide and 3 meters high.
    • West Gate: 5 meters wide and 3 meters high.
  • Ensure gates are fully operable, secure, and resistant to tampering or forced entry.

3. Perimeter Boarding:

  • Secure all windows and entry points at levels -1, ground floor, and the 1st floor using weather-resistant boarding with a minimum of 1.5cm of thickness, capable of withstanding harsh weather conditions and tampering for up to four years.
  • An access point must be integrated into the North-side perimeter boarding to allow controlled entry and exit.

The magnitude of this project is anticipated to be between $250,000 and $500,000 U.S. Dollars for the entire project.

In applying for the solicitation material, you are acknowledging that your company can reach compliance with the following highlighted requirements included in the solicitation.

In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Contractors shall be required to provide:

a.   A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country,

b.   Details of your findings and a description of what your organization will be required to undertake to obtain licensing, and

c.   Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization.

You will be required to provide information that clearly shows you are able to perform work in Belgium.  Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified. 

Bonding:  The successful contractor will be required to provide the government with surety in the form of Irrevocable Letters of Credits, or other acceptable security IAW FAR 52.228-15, totaling 40% of the value of the contract. 

Contract award can only be made to a contractor who is registered in the System for Award Management (SAM).
