The intent of this notice is to identify qualified and interested Offerors for information and planning purposes.

The information received will be utilized within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

GENERAL INFORMATION:

The Naval Facilities Engineering Command, Far East (NAVFAC FE) intends to issue a solicitation for a Firm Fixed Price (FFP) contract for Preventive Maintenance Program and Service Orders for Swimming Pool, Bath, Fall & Pond, Fountain Circulation Systems at Yokosuka, Yokohama area including Ikego Housing Annex area of the U.S. Commander Fleet Activities Yokosuka.

The work includes, but is not limited to, performing maintenance, repair, alteration, demolition and minor construction for Swimming Pool, Bath, Fall & Pond and Fountain Circulation Systems.

1. Recurring Work: The Contractor shall maintain, repair, and alter circulation systems to ensure they are fully functional and in normal working condition.

a) Emergency/Urgent work: The Contractor shall perform urgent work in a timely manner to ensure circulation systems are fully functional, in normal working condition and function properly

b) Preventive Maintenance (PM) Program: The Contractor shall develop and implement a PM program for circulation systems to ensure proper operation, to minimize breakdowns, and to maximize useful life.

2. Non-Recurring Work: Non-recurring work may be ordered utilizing a Task Order for specified ELINs for task listings, descriptions and related requirements

CONTRACTOR LICENSING REQUIREMENTS

Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Offerors will be required to provide verification on such license prior to award to the Contracting Officer if such information is not already on file with or available to the Contracting Officer.

REQUIRED CERTIFICATION/LICENSING:

The prime Contractor shall have business permits of specific construction permit (Tokutei-Kensetsu-Gyou) or common construction permit (Ittupan-Kensetsu-Gyou), under GOJ construction industry law article 3, section 1 (Dai-3-jou, Dai-1-kou) for proper to contract with maintenance repair and replacement services, and disposal of generated industrial waste, under this contract.

The contractor's specific construction permit or common construction permit shall include the following minimum required types of construction work.

 Architecture work (Kenchiku-Kouji)

 Painting work (Tosou-Kouji)

 Machine appliance setting construction business (Kikai-Kigu-Settschi-Kouji) or Construction work (Kenchiku-Kouji)

 Electrical construction industry (Denki-Kouji)

 Plumbing (Kan-Kouji)

STATUS OF FORCES AGREEMENT:

The U.S. Government will not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract for this requirement. Furthermore, unless specifically provided, the U.S. Government shall not certify any employees of a contractor as “Members of the Civilian Component” under Article I(b) of the SOFA.

SUBMITTAL REQUIREMENTS:

Interested firms must submit Attachment 1: Contractor Information Form to Ms. Mayumi Ikeno at Mayumi.Ikeno.ln@us.navy.mil by the date and time in the SAM.gov announcement.

Respondents will not be notified of the results of the Navy’s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
