RFI Amendemnt 0001: This amendment clarifies stipulations imposed by International Agreement between Turkiye and USA. See "DECA Statement" below.  

DECA Statement: Due to an established economic agreement between the United States Government and the Government of Turkiye, the U.S. Air Force seeks market research information from business concerns within the country of Turkiye; as required by the Defense and Economic Cooperation Agreement, Supplementary Agreement 3, Article VI. For the purposes of this Agreement, material, equipment, provisions, supplies, services, and civilian labor required by the Government of the United States shall be procured in Turkiye to the extent feasible. This RFI does NOT apply to business concerns which do not operate in the country of Turkiye.

NOTICE:

This is a Sources Sought notice; there is no solicitation available at this time. Requests for solicitation will receive no response. The Sources Sought is a market research tool to be used to identify potential offerors and for acquisition planning. The Government is seeking to identify qualified, experienced, and interested businesses capable of performing the type of work as described herein.

REQUIREMENT DESCRIPTION:

General Purpose Commodities requirement is a 5-year, Multiple-Award Blanket Purchase Agreement at Incirlik Air Base, Adana, which may consist of providing broad range of supplies, to include, but not limited to: tents, chairs, tables, generators, AC units, portable toilets, trash dumpsters, snacks, bottled water for Incirlik Air Base and other United States facilities located in Türkiye. Once the agreement is awarded, supplies will be purchased via GPC or Contract Order. The required items will be across multiple applicable North American Industry Classification System (NAICS).

DETAILS:

All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a Department of Defense contract. Defense and Economic Cooperation Agreement, Supplementary Agreement 3, Article VI, which stipulates that materials, equipment, provisions, supplies, services, and civilian labor required by the Government of the United States shall be procured in Turkey to the extent feasible.  

This is only a market research to assess the availability of the supplies and services. This request or any response provided by the offeror is not legally binding and does not commit the U.S. Government in any way.

All interested contractors shall submit capabilities package. The capabilities package shall include the list of items that can be supplied from the attachment list.

Include the following in your capabilities package:

(a) Company Name

(b) Address

(c) Point of Contact

(d) Telephone number

(e) E-Mail Address

(f) CAGE Code

(g) Web Page URL (if available)

(h) List of items that can be supplied

Please submit one electronic copy of your response to veronica.batista_velez@us.af.mil and wiktor.kedzierzawski.1@us.af.mil and gage.bergman@us.af.mil  no later than 31 October 2024 at 2:00PM (Local – TRT).

CONCLUSION:

The US Government will neither award a contract solely on the basis of this notice nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice or any follow-up information requests. This notice does not constitute a Request for Quote, nor does this issuance restrict the US Government's acquisition approach. The US Government reserves the right to reject in whole or part any industry input as a result of this announcement. Respondents will not be notified of the data collected in result of this market research and any information submitted by respondents to this Sources Sought is strictly voluntary. Any future solicitation will be made available only on the System for Award Management (https://sam.gov). Interested parties are solely responsible for monitoring the aforementioned web site for release of a solicitation package, any updates and all amendments.
