This is a solicitation as a Request for Proposals (RFP) for the National Park Service (NPS) at Lassen Volcanic National Park (LAVO) for a contractor to paint exterior surfaces of the Yah-Mah-Nee Visitor Center, two Entrance Station Fee Booths, and adjacent Amphitheater, all located in the southwest are of the park. Additionally, contractor will apply fire retardant to shake shingles throughout an area of approximately 34,000 sq ft. and on 19 separated historic housing and administrative structures located in the park headquarters area west of Mineral, CA. All work will occur within Tehama County, CA. Contractor shall provide all supervision, labor, equipment, materials and supplies necessary to complete the work as identified in the project specifications and associated documents provided as attachments to the solicitation. Refer to Attachment 4, Project Specifications for full project details.
SITE VISIT. An organized site visit is scheduled for Thursday, September 5th at 11am PDT. While not mandatory, interested parties/quoters are urged and expected to inspect the site where the work will be performed. Interested parties/quoters will meet at the southwest entrance, at the Kohm Yah-mah-nee Visitor Center, 21820 Lassen National Park Highway, Mineral, CA 96063. The site walk will include a walk around the structures to be painted in this area of the park and then the parties will re-locate to the headquarters area to walk around the other structures that will receive the fire retardant treatment on the shake roofs. RSVPs are due no later than 4pm on 9/4/24, and RSVP included providing the business name, point of contact name(s), and mobile number(s). RSVPs shall be sent by email to: Phaedra_Fuller@nps.gov and cc: joe_pettegrew@nps.gov and. Request for individual site visits will not be honored. Site visit notes with Questions/Answers will be posted as a solicitation amendment after the site visit.
CONTRACT AWARD DATE AND PROJECT SCHEDULE. Quoters are hereby notified that it may become necessary for the Government to issue a seasonal shutdown notice after award if weather window prevents sufficient time for contractor to mobilize and start work or if unable to complete all work prior to rainy season starting or snowfall. Award will be made in September 2024. Contract period of performance will be 10 months, from award in September 2024 through July 2025. This allows a seasonal shutdown period should work not be able to start or is only partially completed and will resume Spring/early Summer 2025.
SMALL BUSINESS SET-ASIDE. This acquisition is a Total Small Business Set-Aside. Quotes are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered. The North American Industry Classification System (NAICS) Code for this requirement is 238320, Painting and Wall Covering Contractors, with a corresponding size standard of $19 million in annual gross receipts for the past three years. The magnitude of construction for this project is between $100,000 and $250,000. This magnitude range is required in accordance with FAR 36.204 and is not the government¿s estimate. A single firm-fixed price construction contract will be awarded as a result of the solicitation.
BEST VALUE PROCUREMENT. The Government intends to award a single, firm-fixed-price contract. Evaluation for award will be made in accordance with the Simplified Acquisition Procedures in FAR 13 and 15 as a Best Value determination made after consideration of price and factors other than price, as listed in Section M of the solicitation Terms-Provisions-Clauses. Refer to Attachment no.2, Section L for what to include in quote, and Section M, Evaluation Factors.
WHERE TO CHECK FOR AMENDMENTS TO SOLICITATION. Prospective quoters must visit SAM.gov periodically to check for amendments and other changes to the solicitation documents; no other notifications will be sent nor will hard copies of the solicitation be mailed or issued. All eligible responsible sources may submit a proposal which shall be considered by the National Park Service, however, offerors who have not established and/or maintained an active registration at www.SAM.gov by the offer due date and time will be considered either ineligible or non-responsive and will be not considered for award.

Any additional questions will be compiled and provided to all quoters as additional amendment(s) in SAM.gov. Final questions are due no later than three (3) days prior to solicitation closing date.
