Environmental Testing Services Contract at Various U.S. Navy, Marine Corps, Army and Air Bases and Facilities throughout NAVFAC Far East Area of Responsibility

1. THE SUBJECT REQUIREMENT IS BEING SYNOPSIZED IN ACCORDANCE WITH FAR 5.204. THIS IS A SYNPOSIS ONLY. THIS IS NOT A REQUEST FOR PROPOSAL.

2. Naval Facilities Engineering Systems Command Far East has an upcoming single award Indefinite Delivery/Indefinite Quantity type performance-based service contract comprised of Recurring and Non-Recurring work items.

3. The location of the work is throughout NAVFAC FAR EAST Area of Responsibility (AOR), including U. S. Naval Station Yokosuka and Sasebo, NAF Atsugi, Yokota Air Base, Misawa Air Base, MCAS Iwakuni, Camp Fuji, on mainland Japan; MCB Camp Butler, Okinawa and Commander Fleet Activities Okinawa and their supported outlying facilities; Singapore Area Coordinator (SAC); and Commander Fleet Activities Chinhae, Korea and Command Naval Forces Korea (CNFK) Busan.

4. The tentative dates for issuing a Request for Proposal, subject to change, is in or approximately August 2024.

5. A draft Performance Work Statement, subject to change, is attached to this notice. Interested offerors can view and/or download the solicitation from the Government Point of Entry (GPE), https://sam.gov/. Hard copies will not be provided. It is the offerors responsibility to check the websites daily for any amendments to this solicitation.

All Offerors (i.e., whether individually or as a joint venture, etc.) responding to this solicitation, if any, must be registered and have an active status in the System for Award Management (SAM) database at the time an offer is submitted to be eligible for award. For more information please go to https://www.sam.gov, or by calling 866-606-8220 or 334-206-7828 for international calling and complete the provisions associated with the annual representations and certifications identified in the Federal Acquisition Regulation (FAR) Subpart 4.1202 and Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 204.1202.

An Offeror is required to be registered in SAM when submitting it’s offer/quotation/bid, and shall continue to be registered at all relevant times, i.e., time of award, during contract performance, and through final payment of the contract resulting from this solicitation.

CAUTION: All offerors are required to be registered in SAM at the time their offer is submitted. Offerors with no active SAM registration upon receipt of their offer shall be considered ineligible for award.

A contract CANNOT be awarded to a contractor not registered in SAM with ACTIVE status. Remember to review the NAICS codes listed in your record and make sure that you have listed the NAICS code for this procurement.

7.  In accordance with DFARS 252.204-7019, National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 is applicable. In order to be considered for an award, the Offeror shall have a current assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) (see DFARS 252.204-7020) for each covered contractor information system that is relevant to the offer, contract, task order, or delivery order. The Basic, Medium, and High NIST SP 800-171 DoD Assessments are described in the NIST SP 800-171 DoD Assessment Methodology located at https://www.acq.osd.mil/asda/dpc/cp/cyber/safeguarding.html#nistSP800171

            (1) The Offeror shall verify that summary level scores of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) are posted in the Supplier Performance Risk System (SPRS) (https://www.sprs.csd.disa.mil/) for all covered contractor information system relevant to the offer.

            (2) If the Offeror does not have a summary level scores of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) posted in SPRS, the Offeror may conduct and submit a Basic Assessment to mailto:webptsmh@navy.mil for posting to SPRS in the format identified in paragraph (d) of DFARS 252.204-7019.

Please be advised that prior to award of a contract, contractors are required to implement NIST SP 800-171, in accordance with DFARS 252.204-7012, and are required at time of award to have at least a Basic NIST SP 800-171 DoD Assessment that is current. The Contracting Officer will verify that summary level scores of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) are posted in the SPRS (See DFARS 252.204-7019), prior to award.

Please note the assessment must be for the “offeror” so if your firm is a JV or LLC, the assessment must be completed for the JV or LLC.

8. The information being requested does not constitute a Request for Proposal or a commitment on the part of the Government to award a contract, nor, to pay for any costs incurred as a result of replying to this notice. This notice shall not be construed as a commitment by the Government for any purpose. The Point of Contacts are listed below.
