This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
The Environmental Protection Agency (EPA) intends to award a fixed price contract on a sole source basis to SAILBRI COOPER INC, for single purchase, delivery, and installation of one (1) Xact 625i Metals Air Analyzer, and all hardware for US EPA LSASD 980 College Station Road, Athens, GA 30605. SAILBRI COOPER INC is the only known source that can provide the equipment which operates at the level and quality required because the supplies or services are unique and highly specialized.” The Cooper Environmental branch of SailBri Cooper Inc. is uniquely qualified to produce the instrument to covers these needs. This instrument will assist in the mobile lab’s success, and require the least extraneous efforts to implement, as it is known to work with software and hardware already purchased by the agency. The vendor is the sole manufacturer of this type of equipment.
The anticipated NAICS code is 423490 - Other Professional Equipment And Supplies Merchant Wholesalers(150 Employees) or
541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) - 1250 EMPs /
Production Service Code: 6640 - Laboratory Equipment And Supplies.
This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold of $250,000.00. Pursuant to the authority granted by 41 U.S.C.253(c) (1), only one responsible source and no other supplies or services will satisfy agency requirements as implemented by FAR 6.302-1, the U.S. Environmental Protection Agency (EPA), intends to issue a purchase order to SAILBRI COOPER INC, for EPA to single purchase, delivery, and installation of one (1) Xact 625i Metals Air Analyzer, and all hardware.
The sole source nature of this requirement is based on the determination that SAILBRI COOPER INC is the only source that can provide the required goods and services based on market research in GSA e-buy and google searches. Additionally, this equipment is compatible with existing software and hardware for desired mobile laboratory. The new system must provide the following:
• Immediate quality graphical reports to assist in temporal and variability trends of the metals
• Validated sampling and analysis methodology
• Sampling, analysis, and near real-time reporting in multiple intervals such as every 5, 15, 30, 60, 120, 180, or 240 minutes. Reporting in ng/m³.
• Automatic quality assurance, alarms, & control features
• Incorporates an internal XRF quality assurance standard with every sample
• Provides automatic and/or daily XRF calibration drift checks
• Remote polling and remote system control
• Global power design that does not require power conversion
SAILBRI COOPER INC’s special qualifications are specific to this instrument that is needed due to a completion of a contract for the buildout of the mobile lab in which the instrument will sit. That related contract has already been awarded and underway and designed around this instrument, already purchased by other EPA Regions.
The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
