4 RS Portable Office Space Lease (Guam)

The contractor shall provide all personnel, labor, materials, transportation, and equipment to provide Portable Office Spaces (POS) and associated equipment for 4th Reconnaissance Squadron.

16 August 2024: Amendment 0001

The purpose of this amendment is to provide responses to Requests For Information received in response to this solicitation.

Q1: We noted from the attached statement of work that there is a requirement for "decks/steps" for entry and exit into the containers. This leads us to assume the containers will be placed on some type of footings. However, there was no indication anywhere on the scope of work that the contractor would be required to provide footings. Please therefore confirm that 4th Recon will provide their own footings. 

A1: 4th RS will not provide our own footings. The current solution uses concrete blocks to lift the POS from the ground and provide additional strap downs in the case of severe weather. Reference revised SOW Spec Item 5n.

Q2: We have 16ft x 40 ft POS & 8ft x 40ft POS. Does the government have a preferred POS?

A2: The preferred size is 16ft x 40 ft POS. The current solution has 2x 16ft x 40 ft POS’ welded together at the middle with open door ways. 2x double wide containers or POS’ are preferred.

Q3: Will this be all based on a open concept?

A3: The preferred solution is a mix of seven (7) individual office spaces and open space. Office spacing would be preferred to be at least 8ft x 12ft. Reference revised SOW Spec Item 5a.

Q4: Will the government accept partitioned POS?

A4: POS’ would be preferred to be welded together with an open doorway path between them if possible. We are open to changes, but would need more information on potential layouts that the vendors would have.

Q5: 100 amp requirement. If the government selects the 8x40 POS, will 100amp electrical service still be required?

A5: The preferred size is 16ft x 40 ft POS.

Q6: Who will be responsible for connecting the POS to Power source?

A6: This will need to be part of the electrical portion of the SOW, as our personnel are not qualified to plugin outdoor high voltage/amperage equipment. Cabling will be established already with the current power receptacle in place.

Q7: Who will be responsible for securing POS in case of inclement weather?

A7: The 4th RS personnel will be responsible for closing all typhoon shutters and securing all outdoor equipment, either by strapping the equipment down to the container, or by placing the items inside of the POS. The current solution has cargo container strap downs that are bolted into the concrete blocks, which would be preferred in case another higher level typhoon were to come through.

Q8: Will the units have to fit in the square feet of 2,280 or could it be bigger? I have 4 units that's 16x45 which will take up 600 more feet of space if that space is available.

A8: 16ft x 45ft containers will suffice for our needs, however we are unable to extend past a 16ft wide radius on the front and back side of the POS’ due to the close proximity of the airfield fence line.

Q9: On the sheet for quantity of 12 is that how many office units you want or how many people working?

A9: 12 quantity is referring to months. Please provide lease pricing per month.

Q10: Do you need desk, chairs ,kitchen, and a bathroom for your offices?

A10: Desks and chairs are provided by the government. Kitchen and bathroom are not part of the current requirement.
